looking at five years now, is that possible? five years in the senate. harry reid has not been able to produce a budget and the budget president obama recommended last year or two years ago when to the democratic senate and went down in flames 99-1. his own party can't agree on a simple budget. >> what is reed's role? >> i think reid's role is to protect the president, which i think is foolish. when boehner was trying to get the votes for the compromise bill last week, and we saw that strange business where harry reid was coming out and we knew president obama said he wasn't going to support it, then harry reid saying we're not going to take this bill up. it wasn't even going to get president obama. the only thing i can see is that harry reid is trying to protect the president, which if you look through history, parties protecting their president in a second term usually pay a very heavy price in second admit terms. i don't think -- midterms. i don't think this is be different harry reid protects him from hard decisions. >> got leave it there. take care. >> chris wallace will be her

work this out. mcconnell said that is the first time he heard from the president, senator harry reid or any of the tomorrow democrats in about a month. in terms of presidential leadership there had not been that give and take in a month. >> that is astounding as you point out for more than a point. republicans concerned about the impact of the pentagon budget if this goes through. >> when people talk about the fiscal cliff most of the attention is about taxes going up and that being the so called fiscal cliff but the other side of that cliff is that the massive spending cuts automatic cuts are kicking in at the beginning of next year. largely targeted at the pentagon. and what is interesting is all of this deal making we are talking about on capitol hill would really just focus on unemployment benefits and tax side of the cliff as i mentioned and most of deals it appears would not shut off the so called sequester that would hit the pentagon. on "fox news sunday" senator lindsey graham told chris wallace he got a call from the defense secretary suggesting these cuts are coming. lake a li

senator mcconnell and harry reid can reach a deal in the next couple of hours, leading senate republican notes there is no guarantee it will pass both the house and the senate. >> if mcconnell can't get 60% of us to vote for this deal, it will be hard for boehner to get it through the house. i want to vote for it even though i won't like it because the country has a lot at stake. >> among the republican krengs any revenue generated by a potential deal, they would like to see it come do paying down the deficit, not new government spending. shannon? >> how confident are the "cook's essentialsal" democrats about the ability to get this done? >> reporter: congressional democrats do not sound over confident. they recognize this is a heavy lift between the top two senators in the next couple of hours. but a leading new york democrat sounded cautiously optimistic. >> there is certainly no breakthroughs yet between senator mcconnell and senator reid. but there is a real possibility of a deal. i have been a legislator for 37 years. and i have watched how these things work. they almost

path for tax reform. they are all on harry reid's desk. he can pick up whatever he wants. now for the president to think that just taking a break from the discussions will solve the issue, i don't understand what he thinks is going to come from that. we have had our bills over there. we even passed a budget. and we are going on four years with the senate not even passing a budget. inaction has been the choice of the senate leadership. choices have consequences. and their consequences that the american people are facing this fiscal cliff it is going to happen on january 1st and 2nd, and it is happening because they have not done their job. the president should be speaking to harry reid in the senate saying come on now, get busy on this. take up one of those budgets. take up the tax extenders. this is what i am looking for, this is what we are going to work with you on. you know what, that's not what he did. >> in the negotiations leading up to the super committee back in 2011, speaker boehner spoke frankly about the president's negotiating habits. he said he was not a good negotiator.

again, it's on president obama, harry reid and the tea party. >> jamie: let's get michael in here. michael, at this point what can the president do? he's on vacation and the american people are wondering, they're selling off houses, selling off stock. they don't know what next year looks like. >> in the interest of communication, not where the president is at christmas, but speaker boehner basically asked harry reid to figure out how to get a package that he can get 100 republican votes in the house of representatives on and harry reid is very good at figuring out the compromise that angela just talked about. i completely agree with angela's point, that the tea party has the speaker held hostage. a half dozen members or so, under no circumstances can we vote for taxes even on people over a million dollars, so i predict that we probably get over the cliff and that allows republicans to say, well, i only voted to cut taxes for 99%. i hope they get it done the second after it enacts so people don't feel it in their pocket books as they go into the new year. >> but, jamie, michael-- >
